POLICY
The policy sets forth high-level Legal Issues roles and responsibilities for the Chancellor's Office and the Institutions.
OUS seeks to ensure that the high-level roles and responsibilities of the Chancellor's Office and the Institutions related to Legal Issues are documented, communicated, and clearly understood and applied.
.130 APPROVAL AND EFFECTIVE DATE OF POLICY
Approved by the Budget and Finance Committee of the Board on 2/15/02 as part of the Fiscal Accountability Framework Final Report. The effective date of the policy is 3/1/02.
All Chancellor's Office and institutional personnel with fiscal responsibilities should be knowledgeable of this policy.

- CHANCELLOR'S OFFICE
High level roles High level responsibilities General Counsel to the System In coordination with DOJ, provides legal advice on System-wide OUS issues. Counsel for Regulatory Matters Provides legal analysis and advice on Federal, State, Local, and inter-institutional regulations. Counsel for Governance Issues/Mediator Advises the Board and CO on matters related to Governance, as well as on authority disputes; drafts Statutory interpretations, internal policies, and regulations related to authority and responsibility. Management of External Counsel Coordinates with DOJ the provision of legal services for the Board, CO, and institutions. Arranges with DOJ for outside counsel when necessary. - INSTITUTION*

Counsel on Regulatory Matters Provides legal analysis and advice on Federal, State, Local, and inter-institutional regulations to their institution. Counsel for Governance Issues Advises the institutional leadership on matters related to governance; drafts Statutory interpretations, institutional policies, and regulations. Management of External Counsel Coordinates with DOJ and CO the provision of legal services from resources external to the institution, including DOJ and DOJ designated outside counsel. *Note: applies to UO and OSU only; no other OUS institutions have in-house counsel.
